Antique Elliot Brothers Wattmeter Watt Meter Vintage Electrical Device

Old Wattmeter made By Elliot Brothers. This was a recent loft find during a clearance. It's obviously an electrical measuring device but other than that we don't have any more info. It has E23 written on it in black marker which should come off with some cleaner.
