I believe it's made in France between 1675 and 1715 by Nicolas Bion. And his name is engraved on the surface of this sundial. I don't really know anything about sundials, so I'm describing from what I see.
On the front of the dial, there are several sets of Roman numerals. I'm sure they are for you to tell the time.You will also see a compass, which helps you to determine the direction. On the reverse side, you will see a list of cities' name with a number following them. All winding clocks come with their key.
